After hiding in a cave shelter for weeks while her beloved Vicksburg was shelled, Savannah Adair believed she had already seen the worst. It was a mere taste of what was to come. The surrender of her city ushered gaunt, starving Confederate soldiers into the streets. Thousands of Union soldiers followed in their finery to occupy her river town. Sergeant Epley, a captured Southerner, asks her to spy for them. She can't refuse the chance to take back Vicksburg.

First Lieutenant Travis Lawson is proud of the Union army's hard-fought victory. Grant's army makes lots of changes. Recently freed men need jobs and are mustered into the army and given the job of policing the city. Savannah doesn't appreciate his army marching in and taking charge and tells him so. Sparks fly, yet he understands  there are no easy answers when so many need healing. His feelings for her grow as he helps her with repairs. She's a Southerner in a wealthy social class. They have differing loyalties. Does their relationship have a chance to blossom into love?

Rebel bands are attacking Union soldiers when they leave camp. Someone is supplying bands of Rebels with the Union army's information. Travis is tasked with finding Southern spies in Vicksburg. After he captures a female spy, he wonders if Savannah, whom he's beginning to love, is one of the spies.  

Danger heightens with each coded message Savannah sends to Sergeant Epley. Are her actions putting the man she loves in jeopardy?
