Based on a changed security context in the Middle East, the authors argue for a new, proactive U.S. role in the region, rebalancing use of civilian and military tools. This approach accounts for a broad array of U.S. security interests and involves nonmilitary and military measures for both protecting those interests and reducing conflict in the region.
