Longtemps, l'État, en assurant une grande part de la commande publique, a apporté son soutien aux architectes. Après la promulgation des lois de décentralisation en 1983, la commande publique se régionalise, se dilue et les promoteurs privés assument, directement et indirectement, un rôle de plus en plus prépondérant. L'architecte se voit dès lors forcé de modifier sa façon d'oeuvrer et de dialoguer avec tous les acteurs qui font la ville, y compris les promoteurs privés, les élus et les habitants. Ce livre s'appuie sur des opérations réelles pour illustrer cette redistribution copernicienne des rôles.

For many years the State was in charge of public commissions, so giving its support to architects. Following the passing of the decentralisation laws in 1983, public commissions were regionalised, diluted and private developers began, directly or indirectly, to play an increasingly important part. This has compelled architects to change their working methods and work with all the operators that build the city, including private developers, elected officials and residents. This book recounts real projects to illustrate this paradigm shift in the redistribution of roles that has taken place.
