FEDERAL COOPERATIVE HEALTHCARE contains three innovative proposals for healthcare reform. In short, author Mark Burton proposes that the Federal government should (1) establish a tuition-free, Federal civilian medical academy; (2) build a nationwide network of Federal Healthcare Cooperatives; and (3) establish a service requirement that would greatly reduce the cost of providing free healthcare to the poor.
These proposals are cost-effective, nonpartisan and vastly superior to the status quo, to laissez-faire pipe dreams and to prohibitively expensive single-payer systems.
